Is it possible a power solar shelter for the homeless?

It is, with a Re-Solutionary Project.

The "Ulmernest" shelter aims to protect the german homeless from hypothermia.

Every year, more than 300 homeless people die in Germany during the winter. They use to be people who do not want to go to collective accommodation because they have problems with drugs or alcohol.

The "Ulmernest" cabins were designed by a great team to keep homeless people warm during the winter, preventing deaths from hypothermia. Now they "are looking forward to continue to work on this" improving the homeless cabin design.
